Jacobs ladder in DFT is a way of organizing exchange correlation functionals into different levels, where each step introduces more information about the electronic system to improve the approximation. The idea is to gradually move from simpler approaches, such as LDA, towards the divine functional that would describe exchange and correlation exactly
