    How can we accurately describe the exchange and correlation interaction in all systems? Some approximations are used, but they are partial answers. This type of phenomenological approach must be applied with care depending on the specific case. This lack of universality in the description of quantum systems is due to the lack of key information about nature. Once this problem is overcome, the theory will be more reliable.
