the difference between a construction engineer and a materials scientist
cost is a major factor. the amount of construction material required, and the total hours used by construction workers, are more than those for a small sample created by a handful of scientists.
urgency is a factor. generally you don’t want to disrupt the lives of people living in the city too much while you build the bridge. once you start building, you don’t want to restart.
