    Yes, I agree with this statement. The variational principle tells us that the wave function that corresponds to the Hamiltonian of a system has the lowest ground-state total energy, while the first Hohenberg-Kohn theorem states that there is a one-to-one relation between the wave function and the ground-state density. Thus, all other densities (that correspond to different wave functions) will provide higher energies.
