I believe the second theorem frames the consequences of the first theorem mathematically as the first theorem elucidates the unique mapping of the external potential and a ground state electron density. This density subsequently corresponds to the lowest energy state which means the functional must return higher energies for different densities in order for the first theorem to stay true.
