    The first theorem tells us that the external potential and therefore the total energy is uniquely defined from the electron density. This does not imply any rules relating the ground state electron density and its corresponding energy to any other density.

    It seems to me that the second theorem comes from the the fact that the ground-state is by definition the configuration with the lowest energy. Therefore, any other configuration than the ground-state electron density must have a higher energy.
